Turns out that these error messages are caused by sending an extra USER (or
PASS) command) to proftpd, once the client has already logged in. The
mod_delay module needs to handle this situation more gracefully.

Patch committed to CVS with accompanying regression tests, and backported to
1.3.3 branch.
